Choice D is unidiomatic, and the phrase even on the ground is unnecessarily vague. Choice E is concise, clear, and employs the correct verb. The best answer is E.

"airplane passengers’ use" is singular - Verb should also be singular

Eliminate ABC

D VS E - E is more concise and makes more sense.
