you're right. Historically, INSEAD has not been very reapplicant friendly. But these days, they seem to be more open to considering reapplications.
But ideally, there has to be some time between applications for your profile to improve. So in principle, reapplying in Round 1 (Jan 2024 intake) would not be recommended.
I understand you're assuming that your GRE score will be the primary reason for your ding (if dinged, of course) and you would like to reapply with a higher score. But I would still leave some time in between applications and look for additional ways to improve your profile.
You could also contact INSEAD directly (e.g. through your AO) and formally request permission to reapply. If granted, then they'll send you some guidelines on how to reapply. Sometimes, they basically request an updated CV, new test scores, and a reapplication essay of 400 words.
