Yup... but I think some candidates get WL’d without interview so that instruction point might be for them?

Yes, it’s for them only. And people who are interviewed already don’t get the option to interview whereas those wl’d without interview get the option in their application home page.

yes, the Haas application does require an English language test such as IELTS/ToEFL
